Contract Award: Public Safety Training Center Remodel
Consent Agenda
Adopting a Resolution awarding trade package contracts in the total amount of $623,280.55 to the contractors listed below for remodel of the Public Safety Training Center Facility:
The existing Rochester Police Department Outdoor Range Control Facility was constructed in 1980 with 30 firing lanes, of which only 9 remain operational today due to minimal reinvestment in the facility over time. The 2024 Facility Condition Assessment performed by Kraus Anderson recommended replacement of the facility, citing a projected replacement cost of $9.5 million in 2026, or approximately $6 million in deferred maintenance funding through 2028 to preserve the existing asset, neither of which would address the updated training needs of the RPD training division. The outdoor range is also located adjacent to housing and public parks, leading to a community petition to decommission the range due to safety and noise concerns associated with outdoor live-fire training in an urban setting. Because RPD officers are required to perform ongoing live-fire training to maintain Board Qualified Certification, the City must preserve adequate facilities to support this training. The facility will also provide meeting space available for broader city use.
In 2025, the privately owned Heartland Gun Club Facility closed. This facility, which opened in 2019, includes 12 indoor firing lanes rated for both handgun and rifle use, modern HVAC and filtration systems, and conference and hospitality spaces. City staff explored utilizing this facility as a replacement for the outdoor range and engaged consultants to assess feasibility. Given identified training needs and current construction costs, building a comparable new facility was estimated at $9.5 million in 2026. Working with the City's real estate consultant, Dialect, a purchase agreement was negotiated to acquire the Heartland Gun Club Facility for $4.1 million. An additional $1.3 million investment was identified to remodel the facility, repurposing existing hospitality areas to meet RPD's training needs, including added site security, conversion of retail space into a flexible situational response training area, additional office space for support staff, standardized conference space for City meetings, and the addition of City camera, card access, and building automation systems, as well as extension of City fiber network to the facility.
The facility is projected to require $95,000 in annual operational costs, a portion of which would be reallocated from the existing firing range operational budget. Beyond meeting RPD's training needs, the facility offers an opportunity to strengthen partnerships with other local agencies by potentially integrating training activities with the nearby Southeast Regional Public Safety Training Center.
The base bid scope for the remodel includes converting the existing retail area into a situational response training space, supporting use-of-force training and future virtual reality-based simulation infrastructure, converting the existing refuge gathering space into flexible open office and conference space, and converting a lounge into a wellness space for fitness equipment, along with related security improvements. In addition to the base bid, several bid alternates were considered; staff recommend proceeding with Alternate #1 (creation of storage space in the retail area), Alternate #5 (conversion of an existing toilet stall into a shower within an existing womens restroom that will be converted to single-occupant use), Alternate #6 (conversion of an existing urinal stall into a shower within an existing mens restroom that will be converted to single-occupant use) and Alternate #7 (expansion of that same restroom to support future wellness features ).
This request seeks City Council approval to award contracts to the apparent low bidders for their respective trade packages covering the base scope and bid alternates #1, #5, #6 and #7. The bid process was coordinated through the City's Construction Manager as Advisor, Knutson Construction, bid packages were broken down by trade into individual packages for their dedicated work scope and a competitive bid process was implemented as required. The only exception was trade package 1A General Trades which was bid directly to the City of Rochester as the Construction Manager also planned to submit a bid to self-perform that work scope. Individual trade package contracts will be held directly by the City of Rochester, with construction management administered by Knutson Construction. The Trade packages and low bids results are Package 1A General Trades: Knutson Construction $64,937, Package 8A Door Frames and Hardware Material Only: Kendell Doors $22,745. Package 8B Glass and Glazing: South Central Glass $10,400, Package 9A Drywall and Framing: Sorensen and Sorensen $34,175, Package 9B Tile: Palmer Soderberg $0 (no base scope, low bid for Alternates 5, 6 and 7), Package 9C Resilient Flooring and Carpeting: Hillers $35,900, Package 9D Acoustical Treatments: Twin City Acoustics $15,995, Package 9E Painting: Pompeii Painting $46,040, Package 10B Bullet Resistant Panels Material Only: Covenant Security Equipment $9,658, Package 21A Fire Supression: Summit Fire Protection $8,865, Package 22A Plumbing: Superior Mechanical $9,600, Package 23A HVAC: Superior Mechanical $20,875, Package 26A Electrical, Communications and Security: Hunt Electric $170,925, Furniture Package: Beckleys Office Products $79,607.55. Additionally, bid alternates 1, 5, 6 and 7 require work scope from multiple trades, in total the additional contract amounts seeking approval are: Bid Alternate #1 $27,838, Bid Alternate #5 $30,004, Bid Alternate #6 $23,592 and Bid Alternate #7 $11,764. In total the bids received, seeking approval are $623,280.55. Full bid results are listed in attachments.

By utilizing this procurement method, we are taking advantage of approximately $7,000 in savings with our owner-direct tax-exempt status as well as discounted volume pricing.
The Public Safety Training Facility will allow for a more centralized and modern training approach to support the Rochester Police Department and provide opportunities to strengthen partnerships with other local agencies. The indoor range presents opportunities for expanded training hours, which have been limited in the past due to noise concerns. Consolidating these training services under one roof, with access to City resources on site, will streamline the training process. In addition, relocating live fire training indoors will address community concerns raised regarding the current facility and provide greater control over potential environmental contamination, as rounds will be contained indoors in a space specifically designed to facilitate these activities. Finally, the facility will feature meeting space and technology that is available for broader city utilization.
April 6, 2026, City Council Meeting - Assumption and assignment of purchase agreement, project budget and funding sources. Approved
