Action Requested:

Authorizing the advertisement for bids for the City Ponds 118 and 140 Dredging and Restoration Project – Project No. J6748-2.

Report Narrative:

City Ponds 118 and 140 have reached their sediment storage capacity and require dredging to restore their overall function. Pond 118 is located south of 41st St NW, between Marketplace Dr NW and the on ramp to Highway 52 S. Pond 140 is located directly east of Cascade Park between 1st St NW and 2nd St NW. Each stormwater pond has been in operation for approximately 26 years or more. Sediment removal is necessary to restore their water quality treatment effectiveness of stormwater runoff generated within their respective drainage areas. The amount of sediment needed to be removed from these ponds exceeds the workload capacity of the Public Works Team.

One pond is located within a City-owned parcel in a residential neighborhood and the other is located on a City-owned parcel that is within a commercial area. All adjacent and affected residents and business owners will be notified prior to construction commencing to inform them of the project scope, schedule, potential impacts, and contact information of City representatives.

To ensure timely completion and cost efficiency, Public Works recommends outsourcing this work for public bid. The proposed project is in the final stages of design, and the bid release and subsequent opening will occur as soon as the design phase is complete. Approval of this authorization allows for publishing the advertisement for bids upon receipt of the completed design. The bids will then be brought back to the council for consideration of a resulting construction contract.
