Major Land Subdivision No. CD2026-015PLAT by RJR Land Development LLC, to be known as Cassidy Heights
Public Hearings
Adopting a Resolution approving Major Land Subdivision No. CD2026-015PLAT by RJR Land Development LLC, with four conditions, to be known as Cassidy Heights, subdividing 12.77 acres into 18 residential lots.
The applicant is proposing a Major Land Subdivision, to be known as Cassidy Heights, consisting of 18 single-family residential lots on 12.77 acres within the R-1 (Mixed Single Family Residential) and R-2 (Low Density Residential – Small Lot) zoning districts. The subject site is located south of the intersection of 48th St NE and 22nd Ave NE, at the terminus of Cassidy Ridge Dr NE. There will be associated infrastructure construction to extend Cassidy Ridge Dr NE that will terminate in a temporary cul-de-sac on the east side of the development. The site will gain access from Cassidy Ridge Dr at the northwest corner of the site. The street extension through this development is intended to be a publicly dedicated right-of-way.
The site is part of the larger Cassidy Ridge General Development Plan (GDP 320), originally approved by Council in 2015 and subsequently amended in 2016 to realign streets within the GDP boundary and alter future planned internal lot lines. The last final plat recorded for the Cassidy Ridge Development was for the fourth phase, recorded in December of 2021, which is located immediately north of the site (CD2021-029PLAT). The proposed Cassidy Heights Major Land Subdivision plat is consistent with both the R-1 and R-2 zoning designations and the revised GDP approved in 2016.
Both the Planning and Zoning Commission and the Development Review Team are recommending Council approve Major Land Subdivision Application No. CD2026-015PLAT. At the August 12, 2026, Planning & Zoning Commission meeting, the Commission unanimously recommended by a 6-0 vote that the Council approve the subject application, subject to four conditions of approval:
