Zone Change No. CD2026-003ZC, by Joseph Sveen
Public Hearings
Approving Zone Change No. CD2026-003ZC, by Joseph Sveen, to rezone an approximately 15,000-square-foot lot from R-1 (Mixed Single-Family) to R-2 (Single-Family Small Lot) and directing the City Attorney to prepare an Ordinance for First Reading.
The applicant is proposing a Zoning Map Amendment to change the zoning district of an approximately 15,000-square-foot lot from R-1 Mixed Single-Family to R-2 Single-Family Small Lot. The site is located southeast of the intersection of Eastwood Rd SE and Hillcrest Ct SE. The subject site is designated as Low-Density Residential in the City's P2S Comprehensive Plan. The subject site is currently undeveloped. The site is planned to be incorporated with the properties to the east for a townhome development.
The Low-Density Residential Land Use Classification is defined as neighborhoods that are intended primarily for single-family housing in a detached or attached home configuration. Where appropriate, low-density residential areas may include other single, isolated uses that are of similar character, form, and scale and supportive of neighborhood living, such as small-scale neighborhood groceries, convenience retail, or small offices. While the low-density range allows a diversity of styles, the predominant use will be owner-occupied housing. Principal uses include detached and attached housing and may include duplexes, townhomes, and small-scale multi-family up to six units per building.
The existing R-1 Mixed Single-Family zoning district is intended to maintain and promote areas of low residential density where the emphasis is generally on the development of single-family dwellings of various styles. Uses supportive of and in character with low-density residential are permitted. This district also provides opportunities for in-fill development in established areas through the efficient use of the existing housing stock and infrastructure.
The proposed R-2 Single-Family Small Lot zoning district is intended to maintain and promote areas with a mixture of residential dwelling types that are of an overall low-density or are undergoing a conversion from predominantly single-family detached dwellings to duplexes and other attached dwellings. Certain supportive non-residential uses and compatible infill development, consistent with the character of the area, are permitted.
At the September 30 Planning and Zoning Commission meeting, the Commission recommended, by a unanimous vote, that the Council approve the subject zone change application.
The proposed zone change furthers the Comprehensive Plan's goals of Expanding Housing Diversity and Enhancing Existing Neighborhoods. The proposed infill development will consist of multiple townhomes in an area surrounded by single-family homes and adjacent to a medium-density multifamily development.
