Major Land Subdivision No. CD2026-024PLAT by DRP MN 3, LLC, to be known as Pebble Creek Seventh
Public Hearings
Adopting a Resolution approving Major Land Subdivision No. CD2026-024PLAT by DRP MN 3, LLC, with two conditions, to be known as Pebble Creek Seventh, for a subdivision consisting of 100 single-family residential lots on 14.98 acres within R-2 (Low Density Residential – Small Lot) and MXS (Mixed Use Street) zoning districts.
The applicant is proposing a Final Plat, to be known as Pebble Creek Seventh, to subdivide 14.98 acres into 100 residential lots (95 attached unit lots & 5 single-family lots) and 8 outlots. The site is part of the larger Pebble Creek GDP Amendment area, which identifies the subject area for townhouses to be served by private streets. The subject area was part of the Pebble Creek Sixth Major Land Subdivision as a large outlot (Outlot C) for the subject townhome development.
The subject site was annexed into the City in 2003. In March of 2025, an annexation petition (CD2025-001ANX) was filed for annexation of the remaining 326 acres of the Pebble Creek project, alongside a General Development Plan Amendment application (CD2025-002GDP-A). In June of 2025, Council approved the Resolution for the Orderly Annexation of the 326-acre site, located in the Kalmar Township. A Major Land Subdivision application was also submitted for Pebble Creek 6th, which included the subject site (Outlot C). Pebble Creek 6th included 454 single-family lots over 185 acres, located north of Behrens Ln NW, west of 60th Ave NW, and south of 55th St NW. Pebble Creek 6th Major Land Subdivision was approved in July of 2025.
The amended Pebble Creek GDP was created to provide a variety of product types to meet local market demands and to establish a community that addresses housing choice for all stages of life. The overall development contains a variety of lot sizes, including townhomes, age 55+ Senior Villas with an amenity center, and single-family home products, some having potential for up to four garage spaces. The approved GDP Amendment encompassed approximately 960 homes at full build-out across the 326-acre GDP Amendment site area, with single-family residential home sites ranging in lot width from 45’ to 75’ wide.
This proposed attached home subdivision will help in addressing the City’s shortage of single-family housing units and increase housing diversity of the area by providing for-sale attached housing units. The proposed low-density subdivision development is consistent with the P2S Comprehensive Plan Low Density Residential land and Mixed-Use Transit Supportive Corridor Use designations, the R-2 and MXS zoning districts, and the approved General Development Plan Amendment for Pebble Creek.
The subject property is zoned Low Density Residential (R-2), Mixed-Use Street (MXS), and has the comprehensive land use designation of Low Density Residential and Mixed-Use Transit Supportive Corridor. The Pebble Creek Seventh Final Plat is consistent with the P2S Comprehensive Plan Land Use Designations, the property's R-2 and MXS zoning, and the approved General Development Plan Amendment for Pebble Creek.
Both the Planning Commission and the Development Review Committee are recommending that Council approve the subject application, subject to two conditions of approval. At their September 30, 2026 meeting, the Planning Commission unanimously recommended approval of CD2026-024PLAT, by a 6-0 vote.
Conditions:
The proposed Major Land Subdivision is consistent with an active General Development Plan and achieves the Comprehensive Plan Core principles of Economic Vibrancy and Growth Management and Fiscal Responsibility & Sustainability.
