PRESENTER:

Action Requested:

Authorizing a contract with EOR, Inc. in the amount of $235,035 for the design of the Pond 40 Concept Plan – Project No. J6574.

Report Narrative:

A regional stormwater management facility is proposed within the upper reaches of the Kings Run Drainage District west of 60th Ave NW. The regional stormwater management facility was identified in past studies in this area to mitigate known flooding risks along the Kings Run stream corridor within the Weatherstone Subdivision, White Oaks Subdivision, and Cottagewood Senior Communities, as well as other public and private infrastructure. The purpose of this project is to confirm the most suitable and effective location to implement the regional stormwater management facility with respect to mitigating flooding issues, determine the land area necessary to do so, develop a concept design that can be carried forward for the development of construction documents, and establish an Integrated Stormwater Management Plan for the undeveloped areas that will ultimately be served by the proposed regional stormwater management facility. The Integrated Stormwater Management Plan (ISMP) developed as part of the recently adopted Comprehensive Surface Water Management Plan (CSWMP), will identify the full range of flood storage and stormwater management strategies needed in the upstream area to maximize the benefits of the regional stormwater management facility related to water quality and flood control as well as ancillary benefits related to future surrounding developments.

Public Works recommends approval of the contract for design services with EOR, Inc. to complete the design and preparation of the Pond 40 Concept Plan. The fees associated with these design services will be charged on an hourly basis not to exceed $235,035.

Priorities & Foundational Principles:

December 3, 2018 - Professional Services Agreement: Technical Analysis for Cascade Township (Section 7) Surface Water Master Plan, City Project J6574

Community Engagement will occur during the subsequent design phase of this project; this phase will include engagement with other departments within the City. This project is being coordinated with J6601- Kings Run Drainage District Management Plan where community engagement will occur with residents, businesses, and City departments most affected by flooding in the drainage district.
