Transportation Security Administration Reimbursement Agreement
Consent Agenda
Adopting a Resolution accepting the reimbursement agreement and authorizing execution of the necessary documents with the Transportation Security Administration and Department of Homeland Security.
Rochester International Airport (RST) will receive reimbursement funding for airport security under the final FY2026 Department of Homeland Security appropriations bill. Per the attached email, the total allocation for the Rochester International Airport (RST) will be $127,750.00. This program will reimburse up to $25 per hour for an estimated total annual hours of 5,110. This agreement runs from 9/1/2026 until 8/31/2027. While we have not yet received the actual offer documents, we expect that there may be a tight timeframe to accept and return them due to the end of the federal fiscal year on 9/30/2026. When we receive the offer documents, we will have it reviewed by City staff before we route for signature.
The partial reimbursement of the expenses associated with the TSA mandated LEO support will assist the airport with its mission: "To provide a sustainable community asset that places the customer first, acts with agility and accountability, is responsive to stakeholders, empowers staff, and embeds safety and security in all we do."
September 8, 2026: Airport Commission - Recommended adopting a resolution accepting the reimbursement agreement and authorizing execution of the necessary documents with the Transportation Security Administration (TSA), Department of Homeland Security (DHS).
The annual total allocation for the Rochester International Airport (RST) will be $127,750.00. This program will reimburse up to $25 per hour for an estimated total annual hours of 5,110. The airport pays for the security services out of their operating and maintenance budget so any reimbursement dollars should be returned to the airport to offset those expenses.
