Adopting a Resolution setting a public hearing for November 16, 2026, regarding the certification for collection with taxes of unpaid administrative citations for weed and snow removal.

This is a request to set a hearing for the certification for collection with taxes of unpaid administrative citations for:

Project 70512701 - Weed Admin Fine

Project 70522701 - Snow Admin Fine

The hearing will be held on November 16, 2026.  The hearing will follow the same procedures as the street assessment hearings in accordance with Chapter 429 of Minnesota Statutes.  Any appeals received will preserve the appellant's right to appeal to district court under Minn. Stat. Section 429.081.  There will not be continued hearings as State Statute sets forth a remedy to appeal and City Staff thoroughly investigates any resident questions or concerns received.  

Requesting a public hearing for collection with taxes of unpaid administrative citations for weed removal is part of the process that supports the implementation of the City's Codes. Assessing residents for unpaid administrative citations requires a public hearing so that residents may be heard regarding the assessed fees.

No prior legislative actions and community engagement.

There is no City budget for these charges; therefore, lack of reimbursement would have a negative impact on City departmental operating budgets.
