Summary:

The Sidewalk Repair Program involves improving pedestrian walkways at various City-maintained parks within the City. The proposed improvements will take place at Wagner Park, Tuffree Park, Koch Park, Bradford Park, Richard Samp Park, and Goldenrod Park. In general, the work consists of installing concrete sidewalk, asphalt concrete, decomposed granite paths, and concrete curb ramps.

The City solicited competitive bids for the project. A total of twenty-one (21) bids were received for this project on August 27, 2026. These bids consisted of five portions: Base bid + additive Bid “A” + additive bid “B” + additive bid “C” + additive bid “D". The base bid entails improvements at Wagner and Tuffree Park. Bid schedule "A" is for improvements at Koch Park. Bid schedule "B" is for improvements at Bradford Park. Bid schedule “C” is for improvements at Richard Samp Park. Bid schedule “D” is for improvements at Goldenrod Park. The grand total of all bid schedules was used as the basis in determining the low bid for this project. The contract will be for the amount represented by the sum of the base bid, additive bid "A", additive bid "B", additive bid "C", and additive bid "D" schedules.

After reviewing bids, it was determined the bid received from Ruiz Concrete and Paving Inc. was found to be the lowest responsive and responsible bid. Staff recommends that the City Council award a construction contract to Ruiz Concrete and Paving Inc., in the amount of $190,531.50. This amount includes all the base bid work as well as all additive bid schedule items. In addition to the construction cost, staff recommends the City Council approve a 10% contingency amount of $19,053.15 to cover unforeseen conditions. The total construct cost, including contingency, amounts to $209,584.65.

Recommended Action:

It is recommended that the City Council:
