Subject:

GRANT OF EASEMENT TO SOUTHERN CALIFORNIA EDISON FOR ELECTRIC UTILITY SYSTEMS LOCATED AT 321 S MAIN ST., MAIN STREET PARKING LOT NO. 6

Financial Impact:

None

Summary:

The proposed Grant of Easement to Southern California Edison (SCE) is for the access and ongoing maintenance of an electrical transformer and associated distribution system. This transformer location is within the existing Main Street Parking Lot No. 6 (321 S. Main Street) and will serve existing and future developments within the area. The transformer's location was coordinated by staff to avoid potential conflicts with the future location of the Metrolink station parking structure. Impacts to the parking lot were mitigated to the furthest extend practicable but will include the loss of one parking stall to accommodate the transformer location. The total easement area is 590.50 square feet. In order for the development at 202 Santa Fe Avenue to energize their development, this easement document is required.

Recommended Action:

It is recommended that the City Council:

  1. Approve the Grant of Easement to Southern California Edison for electric utility systems located at 321 S Main St., Main Street Parking Lot No. 6; and
  2. Authorize the Acting City Administrator to execute the Grant of Easement on behalf of the City in a form approved by the City Attorney.
Strategic Plan Statement:

The recommended actions conform to Strategic Goal No. 3, to maintain and enhance streets, parks, and public facilities to ensure they are well-appointed, clean, attractive, and reflective of the City’s commitment to quality.

Discussion:

As part of the development at 202 Santa Fe Avenue the construction of an electrical transformer and associated electrical distribution system is required. Before SCE will energize the property, the recordation of an access and maintenance easement is required. SCE explored multiple locations to accommodate these improvements; however, the parking lot location was considered the most feasible. This transformer location is within the existing Main Street Parking Lot No. 6 (321 S. Main Street) and will serve existing and future developments within the area. The transformer's location was coordinated by Staff to avoid potential conflicts with the future location of the Metrolink station parking structure. Impacts to the parking lot were mitigated to the furthest extent practicable but will include the loss of one parking stall to accommodate the transformer location. The total easement area is 590.50 square feet. In order for the development at 202 Santa Fe Avenue to energize their development this easement document is required.

Financial Summary:

There is no fiscal impact associated with this agenda item.
