SUBJECT:

A GOODS AND SERVICES AGREEMENT WITH SENTRI PREMIER UNIFORMS, LLC FOR POLICE UNIFORMS AND ALTERATION SERVICES

RECOMMENDATION:

That the City Council authorize the City Manager, or his designee, to execute a Goods and Services Agreement with Sentri Premier Uniforms, LLC, of Rancho Cucamonga, California, for the supply of professional police uniforms and alteration services for a total not-to-exceed $476,932.

THE FOLLOWING COUNCIL GOALS ARE BEING ACHIEVED:
Maintain the Current High Level of Public Safety
Operate in a Businesslike Manner

FISCAL IMPACT:

The Fiscal Year 2026-27 Adopted Budget includes appropriations in the General Fund for police uniforms and alterations. Appropriations for future fiscal years will be included in the respective fiscal year budgets for City Council consideration and approval.

BACKGROUND & ANALYSIS:

The Ontario Police Department requires professional uniforms and related alteration services to ensure sworn and professional personnel are properly outfitted and able to maintain the Department established uniform standards. Uniforms are an essential component of a police department employee's professional appearance, identification, and readiness to perform public safety duties.

The Department previously utilized Pristine Uniforms, LLC ("Pristine") as its uniform provider for many years and was approved by the City Council as a sole source vendor on April 4, 2023. Pristine was recently liquidated and dissolved, and Sentri Premier Uniforms, LLC ("Sentri Premier") subsequently purchased Pristine's remaining assets and assumed operations at Pristine's existing location.

Sentri Premier, of Rancho Cucamonga, California, specializes in providing uniforms and related services to public safety personnel. The company offers a full range of professional police uniform products, as well as in-house alteration and customization services. This includes the ability to provide uniforms that meet Department specifications and make necessary alterations to ensure proper fit and appearance. The vendor's Rancho Cucamonga location is also conveniently located within the Inland Empire, allowing Department personnel to access services locally rather than relying on vendors located outside the region.

Staff recommends entering into a three-year agreement with the option to renew at two additional one-year terms with Sentri Premier to provide the Police Department with a reliable source for the purchase and alteration of uniforms as needed. The agreement will have a not-to-exceed amount of $476,932 over the initial three-year term. Approval of the agreement will provide the Department with a consistent and accessible source for uniforms and related services, supporting continuity in uniform standards and ensuring all personnel have the necessary uniforms to perform their duties.
