SUBJECT:

AUTHORIZE THE SOLE SOURCE PURCHASE OF THREE ZOLL CARDIAC MONITORS FOR FIRE DEPARTMENT SERVICE DELIVERY WITH ZOLL MEDICAL CORPORATION

 

RECOMMENDATION:

That the City Council authorize the City Manager, or his designee, to authorize the purchase of three cardiac monitors, associated accessories from ZOLL Medical Corporation of Chelmsford, MA, for Ontario Fire Department expanded services in an amount not to exceed $164,435. 



THE FOLLOWING COUNCIL GOALS ARE BEING ACHIEVED:

FISCAL IMPACT:

The purchase of three cardiac monitors and associated accessories is $164,435. ZOLL Medical Corporation has provided piggyback pricing using Co-Op Agreement #PS25850. The Fiscal Year 2026-27 Adopted Budget includes appropriations in the Fire Mutual Aid Fund for this purchase. 



BACKGROUND & ANALYSIS:

On October 1, 2026, the Ontario Fire Department with City Council approval will expand its service delivery model to include ground ambulance transportation. As part of this expanded service delivery, the City Council in December 2023 previously approved the purchase of three Type-1 ambulances and equipment  to outfit them. With the expansion of service delivery, the Ontario Fire Department aims to maintain consistency on apparatus equipment. ZOLL cardiac monitors are critical for patient assessment, cardiac monitoring, and transmission of patient data to receiving hospitals and are standard across all Ontario Fire Department apparatus and the existing ZOLL ecosystem. 

 

As a result,  Staff recommends the approval of the purchase of three cardiac monitors from ZOLL Medical Corporation of Chelmsford, MA, (using Co-Op Agreement #PS25850 per OMC Section 2-6.29) in the amount of $164,435 to support the Ontario Fire Department and maintain standardized equipment usage across the all Department fleet.
