AN AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH KOA CORPORATION FOR CITYWIDE GRANT WRITING AND GRANT SUPPORT SERVICES
That the City Council authorize the City Manager or designee to execute Amendment No. 3 to the Professional Services Agreement with KOA Corporation, for Citywide grant writing and grant support services, extending the term for two additional years through June 30, 2028, and increasing the contract by $400,000, for a revised total not-to-exceed contract amount of $550,000 over a five-year term.
Following competitive RFP Invitation No. 1590, the City originally entered into a Professional Services Agreement with KOA Corporation in August 2023. Through two prior amendments, the cumulative contract value reached $150,000 for a term ending June 30, 2026. Proposed Amendment No. 3 increases the total not-to-exceed compensation to $550,000 over the five-year term extending through June 30, 2028.
The Fiscal Year 2026-27 Adopted Budget includes appropriations from the General Fund, Water Fund and Sewer Fund for these services. Appropriations for the subsequent fiscal year will be requested during the annual budget process, subject to City Council approval and budget adoption. Actual expenditures will be incurred on an as-needed, task-order basis for completed work.
KOA Corporation provides comprehensive professional support encompassing ongoing grant research, project identification and funding alignment, grant management and administration, and application assistance. Throughout the contract term, the consultant has demonstrated proven expertise in providing on-call grant writing and grant support services. Specifically, the consultant has worked proactively to identify high-value funding opportunities, coordinated closely with City Staff on priority projects, and developed data-driven, competitive grant applications.

With the approval of Amendment No. 3, KOA Corporation will continue providing Citywide support, with dedicated resources allocated specifically to conduct reviews of potential revenue sources for water and sewer projects focusing on recycled water, new development, Ontario Ranch West infrastructure, and other grant opportunities to achieve the City’s fiscal and infrastructure goals.
