AN AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH KLEINFELDER, INC., FOR THE LAUREL SEWER MAIN IMPROVEMENTS, NOCTA STREET SEWER MAIN IMPROVEMENTS, AND NOCTA STREET PRIVATE SEWER LATERAL IMPROVEMENTS

Proposed Amendment No. 12 to the Professional Services Agreement with Kleinfelder, Inc., (Kleinfelder) for geotechnical and material testing services for the Laurel Avenue Sewer Main Improvements, Nocta Street Sewer Main Improvements, and Nocta Street Private Sewer Lateral Improvements increases the agreement by $81,756, for a new total revised not-to-exceed amount of $3,360,674.

If approved, additional appropriations will be included in the Sewer Capital Fund at a future quarterly budget update to the City Council for approval as needed. There is no impact to the General Fund.

On March 4, 2025, City Council approved a Construction Contract with Ramona, Inc., Professional Services Agreements with AKM Consulting Engineering, Inc., and Ardurra Group, Inc., for various construction support services and Kleinfelder for geotechnical and material testing services for the Laurel Avenue Sewer Main Improvements, Nocta Street Sewer Main Improvements, and Nocta Street Private Sewer Lateral Improvements Project (Project), OMUC Contract Nos. UT1067, 1070, and 1077.   

In March 2023, the City first contracted with Kleinfelder following an extensive Request for Qualifications (RFQ) selection process for on-call geotechnical and materials testing services. Under Amendment No. 8, Kleinfelder has been providing geotechnical and materials testing services for the Project.

The Project is located at two sites: Laurel Avenue, from G Street to Holt Boulevard and Nocta Street and Allyn Avenue, including Allyn Avenue from Holt Boulevard to Nocta Street and Nocta Street east of Allyn Avenue, as shown in Exhibit “A.” The work under this contract consists of installing approximately 3,200 linear feet of 10-inch vitrified clay pipe (VCP) sewer main in Laurel Avenue and approximately 1,700 linear feet of 8-inch VCP sewer main in Nocta Street and Allyn Avenue. The work also includes the installation of new sewer manholes, modifications to existing sewer manholes, reconnection of existing sewer laterals, connections to the existing sewer system at various street intersections, flow management to maintain existing sewer service, implementation of traffic control during construction, and concrete and asphalt concrete pavement repairs and street restoration.

As construction of the Project progressed on Nocta Street and Allyn Avenue, unforeseen field conditions, variable traffic control requirements, and safety concerns related to the significant trench depth were encountered, which slowed field production. As a result, Kleinfelder was required to conduct more field visits than originally anticipated to support construction activities and address these conditions. The additional field visits resulted in increased labor and material costs beyond the original budget. Staff recommends approval of proposed Amendment No. 12 to the Professional Services Agreement to support the additional efforts.

ENVIRONMENTAL REVIEW: The project has been reviewed pursuant to the California Environmental Quality Act (CEQA) and has been determined to be categorically exempt from CEQA pursuant to Article 19 Section 15031, which states that operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of Class 1 “Existing Facilities” are exempt from the requirements of CEQA. Thus, no further CEQA analysis is required.
