Spring Street Certified Survey Map; CSM-26-06
The current CSM amends CSM-25-09, recorded as CSM No. 3668, and reconfigures Lots 1 through 4 and Outlot 1 into four residential lots and one stormwater outlot totaling 5.6850 acres. Lots 1 through 4 are zoned RM (Moderate-Density Residential). The staff are reviewing a concurrent site plan, SP-26-07, per the administrative site plan procedures in § 90-540.40(a).
The application follows the land use element of A Multi-Jurisdictional Plan for Racine County: 2035, which identifies the subject area for Mixed Residential/Commercial use. Village of Mount Pleasant Master Bicycle Plan 2030 recommends a bicycle trail along Spring Street; however, the applicant is not responsible for that improvement with this CSM amendment. A Park and Open Space Plan for the Village of Mount Pleasant: 2050 does not identify a public park, open-space, trail-corridor, or other public reservation on the subject property.
This application meets the regulations of Code of Ordinance Chapter 74: Subdivisions, except for the recommended conditions of approval.
This application meets the lot regulations for the RM District.
The application meets the following key strategies and outcomes within Confident in the Future: Mount Pleasant 2030 Strategic Plan.
- Balance Growth and Development. Planning major Village initiatives to optimize budgeting impact, ensuring compliance with the Comprehensive Plan.
- Outcome: Welcoming and competitive community for a variety of housing types and commercial development. Development processes are streamlined, fair, and predictable for both developers and citizens, encouraging companies and individuals to invest in the Village.
The staff recommend that the Plan Commission recommends approval of CSM-26-06 subject to the following conditions:
- The applicant shall revise the CSM to provide the property owner's address pursuant to § 74-6.2(e) prior to Village Clerk signing the CSM.
- The applicant shall revise the CSM to identify the zoning district of the adjoining Aurora parcel pursuant to § 74-6.2(g) prior to Village Clerk signing the CSM.
- The applicant shall revise the CSM to identify the minimum lot area required by the RM zoning district pursuant to § 74-6.2(h).
- The applicant shall revise the CSM to provide the existing utility and infrastructure information required by § 74-6.2(p). This condition carries forward the utility-information condition imposed with CSM-25-09. The applicant may also submit an ALTA survey in lieu of including this information on the CSM.
- The applicant shall revise the CSM to provide the coordinates, together with the monument descriptions, of the section or quarter-section corner monuments to which the CSM is tied pursuant to § 74-6.6.
- The applicant shall revise the Village approval certificate to remove the Village President signature line and retain the Village Clerk certification consistent with the Village's current execution format.
- The applicant shall provide the stormwater maintenance agreement and cross-access maintenance agreements between themselves and the Aurora parcel, or provide the Homeowners/Common Area Association Documents which cover the same responsibilities.
The CSM amendment reconfigures land previously divided and approved under CSM-25-09 and does not create a new public street, public land dedication, or separate public-assistance obligation.
