SF 379, adopted earlier this year, required the local civil rights commissions (Iowa City Human Rights Commission) to change its member terms from three years to two years.  

Council previously adopted an ordinance amendment to account for this change in state law, but the HRC By-Laws also set the term at three years, so also needs amendment.  The HRC and Council Rule Committee have both recommended approval of the amended by-laws.
