Executive Summary:

On October 6, 2026 City Council set a public hearing for October 20, 2026 to consider a resolution authorizing the conveyance of 1913 Taylor Drive as part of the South District Program.

Background / Analysis:

The South District Program aims to encourage reinvestment in the South District and to create affordable homeownership opportunities for eligible buyers under 80% of area median income. The City acquired two units located at 1911-1913 Taylor Drive in 2021 for $174,308 and converted it to a two-unit condominium. City funds were used to rehabilitate the home to sell to an income eligible buyer. Improvements included new vinyl siding, roof replacement, kitchen remodel, and other interior improvements. Before and after photos are attached.

The City proposes to sell 1913 Taylor Drive at the appraised value of $170,000. The buyer will be eligible for up to $24,999 in HOME down payment assistance with the remaining amount to be financed through a private lender. The buyer has completed a homeowner education course through Horizons and is a first time home buyer.
