Executive Summary:

This agenda item authorizes an agreement to provide consultant services for the FY2027 Pavement Rehabilitation Project, which will include pavement patching of a portion of 1st Avenue and overlaying parts of Melrose Avenue, Camp Cardinal Boulevard and Hudson Avenue. The project will include repairs of 1st Avenue, from Washington Street to Rochester Avenue, including pavement patching and curb ramp upgrades. In addition, the Project includes hot mix asphalt (HMA) resurfacing of Melrose Avenue, from 1,500 feet west of the Camp Cardinal Boulevard intersection to 200 feet east of the Camp Cardinal Boulevard intersection, Camp Cardinal Boulevard, from Melrose Avenue to Deer Creek Road, and Hudson Avenue, from Highway 1 to Benton Street.  Asphalt overlay typically includes milling and overlaying with approximately 3” to 4” of HMA.  Sidewalk ramps will also be upgraded as a part of the Project.  

Background / Analysis:

Segments of 1st Avenue are in poor condition.  However, these segments are relatively small and do not require full reconstruction.  This work will be coordinated with the Court Street Reconstruction Project to take advantage of the planned closure of the 1st Avenue and Court Street intersection.

 

Portions of Melrose Avenue, Camp Cardinal Boulevard, and Hudson Avenue are in poor condition.  Asphalt overlays will improve the ride quality of the streets and are expected to extend the life of the pavements.
