Approve a resolution for the commitment of $40,000 towards the required 20% match for the submission of a grant application to the Georgia Association of Metropolitan Planning Organizations (GAMPO) for FY27 Discretionary PL Funding for a Brunswick Area Transportation Study (BATS) SR 303 Corridor Study from State Highway 341 southwest to the intersection of State Highways 17 and 82 with the local cash match of $40,000 provided by the adopted FY27 Engineering Professional Services budget and $160,000 in Discretionary PL federal grant funding.

BACKGROUND:

On August 10, 2026, the Brunswick Area Transportation Study (BATS) Policy Committee took action to approve the submittal of a grant for a SR 303 Corridor Study from SR 341 southwest to US 17/US 82.  The grant application is submitted to the Georgia Association of Metropolitan Planning Organizations (GAMPO) for use of Discretionary PL Funds to complete the corridor study.

 

The need for the study is driven by the importance of SR 303 as a connector for local traffic, freight movement, business activity, and economic development. Current and future growth may increase traffic volumes and place additional demands on roadway segments and key intersections. At the same time, existing operational constraints, safety concerns, access challenges, and gaps in pedestrian, bicycle, transit, or other multimodal infrastructure may limit the corridor’s ability to efficiently and safely serve all users. A comprehensive corridor-level assessment is needed to identify transportation needs, evaluate potential improvement strategies, and establish a coordinated approach for addressing near-term and long-term challenges.

 

The plan is 80% federally funded, and 20% locally funded.  If approved, the County would provide the entirety of the local match, which is $40,000 of a $200,000 grant.  Local match will be paid out of the Engineering Professional Services budget.

I move to approve a resolution for the commitment of $40,000.00 towards the required 20% match for the submission of a grant application to the Georgia Association of Metropolitan Planning Organizations (GAMPO) for for FY27 Discretionary PL Funding for a Brunswick Area Transportation Study (BATS) SR 303 Corridor Study.
