Summary Statement

Per the consensus direction of the charter commission at its 2025 annual meeting, the commission will discuss the topic of even year municipal elections.

Background

At its annual meeting on November 18, 2025, the commission raised the topic of moving to even year municipal elections for the first time as part of the "new business" agenda item and, by consensus, directed staff to place the topic on the 2026 annual meeting agenda for initial discussion. The commission instructed members to submit specific questions about the topic to the commission chair and/or city attorney in order to focus the subsequent discussion. One member submitted a question (feedback) and expressed an interest in learning about the pros and cons of moving to even year city elections. No other questions were received.

Staff is providing the attached materials to aid the commission's discussion. In addition, city clerk and city elections director Becky Koosman will also be in attendance to answer any questions.
