The Economic Improvement Program (EIP) is a five-year guidance document for the city's investment in housing, economic development, transit, and redevelopment. The document is updated annually.

Motion to adopt the resolution approving the 2027-2031 Economic Improvement Program (EIP).

Increase the number of affordable housing units.

The EIP is the city's long-term plan for economic development and housing programs. The 2027-2031 EIP does not legally set the HRA levy for 2027. The council will adopt the final HRA levy in December 2026.
