CONSENT AGENDA
Shared Vision Consultants has been conducting the California Child and Family Services Review process for over eighteen years and has facilitated and wrote a combination of Peer Reviews, County Self Assesments and System Improvement Plans Reports for over thirty counties including San Benito County. SVC is comprised of a team of child welfare subject matter experts who ensure the most recent research, and evidence-based practices are incorporated into their work. For over twenty years, SVC has been working with the State California Department of Social Services (CDSS) and County Child Welfare Leadership policy and program development, curriculum development, system improvement plans and stakeholder engagement. In addition, SVC is currently supporting Counties across the state with strategic planning and implementation of FFPS. Below is a description of the services provided:
1. Family First Prevention Services (FFPS)
The passage of the Family First Prevention Services Act (FFPSA) focuses on prevention and early intervention approaches to end child maltreatment from occurring. The primary objective of FFPSA is to reduce entries into foster care and increase the number of children and youth who can remain safely at home with their families. WIC Section 16587(a) requires Title IV-E agencies electing to opt-into the FFPS program to submit a three-year local comprehensive prevention plan (CPP) developed in consultation with relevant entities, including county agencies, Indian tribes, local community representatives, caseworkers in addition to individuals and families who have lived experience with the child welfare system.
For FFPS, SVC will plan and facilitate meetings, conduct virtual process conferences, and communicate online with staff, management and community partners. They will assist with implementation of the Comprehensive Prevention Plan which will include program development, planning community outreach programs, developing RFPs, and implementing evidence-based practices. The San Benito County Health & Human Services Agency recommends that this contract with SVC be approved to assist in the goal of improving outcomes for children, families, and other community members by way of ongoing consultation services involving FFPS and C-CFSR.
2. California Child and Family Services Review (C-CFSR)
The California Child and Family Services Review (C-CFSR) was designed to improve outcomes for children in the child welfare system while holding county and state agencies accountable for the outcomes achieved. This statewide accountability system includes:
- A County Self-Assessment (CSA) is a comprehensive review of the child welfare and probation placement programs, from prevention and protection through permanency and aftercare. The CSA is completed every five years in coordination with local community partners. The CSA evaluates the effectiveness of current practice, programs, and resources across the continuum of child welfare and probation placement services in addition to identifying areas for targeted system improvement. Counties are encouraged to conduct focus groups, hold stakeholder forums, and administer satisfaction surveys as a means to fully engage stakeholders in the analysis of the system.
- A Peer Review (PR) provides qualitative information about programs by examining child welfare practices and policies that impact outcomes for children and families. The Peer Review also provides an opportunity for sharing successful efforts across counties. Peers from counties assisting with the review share information on best or promising practices used in their own county.
- The development of a five-year System Improvement Plan (SIP), which is the operational agreement between the CDSS and the county. The SIP identifies how programs and services will address priority needs within the child welfare services continuum.
