On August 11, 2026, the board approved a letter of support for the submission of a non-binding pre-application for the proposed Maple Street Heat Resilience and Community Resource Hub at the Youth Alliance facility. The prep-grant application was submitted by the Confederation of Ohlone People. The support letter included the following language:
This letter supports exploration of the project and submission of the pre-application only. It does not commit County funds, matching resources, property, personnel, ongoing operating support, co-applicant liability, subrecipient responsibility, or execution of any agreement. Any future County role involving financial, contractual, property, staffing, liability, or grant-compliance obligations must be separately reviewed and approved by the Board of Supervisors.
While the Confederation of Ohlone People remains Lead Applicant and community-engagement lead grant application, the application included language that is beyond the activities approved by the board in the August 11th letter of support:
- The County OES serves as the governmental co-applicant and emergency-management partner.
- The County will support heat-risk and vulnerability planning,
- Provide emergency-preparedness data,
- Assist with public warning and communication protocols, and coordinate the project with the County's Emergency Operations Plan, public-health functions, and emerging VOAD structure.
- OES will co-develop the Extreme Heat Action Plan's activation and operational procedures for the Maple Street hub — including cooling-center activation, referrals, transportation, and wellness checks during heat events — and
- The County will support permitting and CEQA coordination for the demonstration.
- The County provides the public-sector authority, technical coordination, and operational integration needed for effective implementation and long-term sustainability.
On September 1, 2026, the county was notified by the Confederation of Ohlone People's grant representative, Richard Perez Sr., that the Confederation of Ohlone People had been invited to submit a full application for the ICARP Round 2 Early Implementation Grant.
It is unknown of the grant's fiscal impact, but the following activities are of concern:
- The County will support permitting and CEQA coordination for the demonstration.
- The County provides the public-sector authority, technical coordination, and operational integration needed for effective implementation and long-term sustainability.
