BACKGROUND/SUMMARY:


The Tentative Subdivision Map (TSM) 17-103, commonly known as the Fairview Corners project, was conditionally approved by the Planning Commission on July 18, 2018. The required frontage improvements along Fairview Road include construction of a landscaped median island with plantings, trees, and irrigation. 

During implementation of the project, it was determined that maintenance of the median island landscaping had been omitted from the Community Facilities District (CFD) established for the Fairview Corners subdivision. Without a dedicated funding source, the County would have been responsible for the ongoing maintenance of the median island landscaping.

On June 23, 2026, staff presented the matter to the Board and proposed an alternative landscaping treatment intended to reduce the County’s long-term maintenance responsibility. Following discussion, the Board directed staff to work with the developer to include the ongoing maintenance of the median island improvements within the existing CFD.

In the attached letter dated August 11, 2026, Fairview Corners, LLC confirmed its agreement that Phases 2 and 3 will be annexed into CFD No. 2018-01, Fairview Corners Tax Zone 13A, and that the Tax Zone boundaries will be expanded, as necessary, to include the Fairview Road median island improvements. The CFD’s Project Specific Cost component will fund the ongoing maintenance, repair, replacement, and operation of these improvements. Fairview Corners, LLC further agreed to cooperate with the County in processing the documentation necessary to complete the annexation and boundary expansion.

Construction of the median island and associated roadway improvements is underway, with completion of these hardscape improvements anticipated by mid-September 2026. The landscape design has not yet been approved. A draft landscape plan is expected during the second week of September 2026 and will identify the proposed plantings, trees, irrigation system, and other improvements to be installed and maintained. The design is expected to be consistent with the existing landscaped median along Fairview Road north of the project, including those within the Santana Ranch area, to provide a consistent appearance along the corridor.

Upon receipt, the draft landscape plan will be reviewed by Public Works and presented to the Board of Supervisors for final review and approval before the landscaping is installed. Because the draft plan is not yet available, photographs of the existing landscaped medians along Fairview Road are included below to illustrate the anticipated design and appearance.
