Family Matters SBC will provide in-custody parent education consisting of 90-minute group sessions addressing co-parenting communication, emotional regulation, parenting in high-conflict situations, nurturing bonds, and boundary setting. The contractor will also provide supervised family visits for eligible incarcerated-person families, contingent upon program participation, compliance, and facility availability.

The contractor will maintain attendance records and provide statistical and outcome information, including pre- and post-surveys, along with monthly invoices to assist the County in evaluating program outcomes.
Family Matters SBC will also provide community-based parenting services consisting of 90-minute group sessions for up to nine weeks, as well as supervised visitation in 30-minute service blocks. Community-based services may be provided in both English and Spanish using mutually agreed-upon evidence-based curriculum.
This contract is funded through the Community Corrections Partnership (CCP) using 2011 Public Safety Realignment – AB 109 funds approved by the CCP Executive Committee. The contract specifically provides that the funds are intended to support supervision and rehabilitative services for adult felony offenders subject to local supervision and evidence-based community corrections practices and programs. Eligible activities include behavioral health treatment, cognitive behavioral programs, job training and employment services, and evaluation of rehabilitation and supervision programs.
The contract further requires compliance with AB 109 funding requirements and provides that the Probation Department has oversight responsibility for administration of the Community Corrections Partnership AB 109 funding and monitoring compliance with the applicable requirements.
The total amount payable under the agreement shall not exceed $70,000.00 for the two-year contract term. Family Matters SBC is required to submit detailed invoices documenting services provided, and County payment is due within 30 days of the invoice date.
The contract is retroactive to July 1, 2026, due to delays in finalizing the agreement and completing the approval process. Retroactive approval is requested to align the contract term with the start of the fiscal year.
The contract is fully funded through Community Corrections Partnership (CCP) / 2011 Public Safety Realignment – AB 109 funds and will not impact the County General Fund.
