1. Approve retroactive contract renewal with UHS of Madera, Ins. dba River Vista Behavioral Health for the period of July 1, 2026 through June 30, 2027 for fee-for-service hospital contract for acute psychiatric inpatient hospital services whereas there is no contract amount set due to the mandated services for Medi-Cal beneficiaries as required by the Department of Health Care Services; and
2. Authorize Chair, County Executive Officer, or designee to sign.

CONSENT AGENDA
River Vista Behavioral Health, which opened in July 2023, provides acute psychiatric inpatient and outpatient treatment services for mental health and substance use for youth and adults primarily those who are Medi-Cal beneficiaries and Short Doyle clients. River Vista is a 128-bed facility that offers inpatient mental health support for adults, adolescents, and children. In addition, due to the limited facilities across the state that accommodate youth for inpatient hospitalization, River Vista has the needed inpatient beds (64 beds) for children and youth. They are among a few facilities that provide services to both adults and youth. Their location in Madera County is a neighboring county to San Benito County which allow families to be involved in supporting their loved ones upon discharge and returning to the community.
A client needing care at River Vista prompted the first contract in FY 25-26, and a total of 5 clients were provided care that fiscal year. SBCBH recognizes the need for continued access to River Vista's services.
The State Department of Health Care Services (DHCS), through the 1915 B waiver process with the Federal Centers for Medicare and Medi-Caid Services, requires local county Mental Health Plans to provide an array of services for Medi-Cal beneficiaries. These include inpatient, residential, and intensive outpatient services to address a variety of conditions.
The contract is retroactive to July 1, 2026 due to needed extension of the review process.
This will be the second contract with River Vista Behavioral Health. The first contract term for 11/18/25 - 6/30/26 had a contract budget of $100,000 with actual cost to date at $34,477.76 for 5 clients. Some of the funds were paid utilizing Resolution 2022-150 because the contract started mid fiscal year.
