BACKGROUND/SUMMARY:


The County, on behalf of the San Benito County Integrated Waste Management Regional Agency (Regional Agency), held a competitive Request for Proposal (RFQ) process for Solid Waste Management Consulting Services under RFP No. IWM-2026-01. Following the submission deadline on June 2, 2026, the agency received a total of six proposals. The submissions were evaluated by a review panel consisting of Hollister City Manager Ana Cortez, San Juan Bautista City Manager Ashley Collick, and San Benito County Integrated Waste Management Staff Analyst Kathryn Ramirez. Ultimately, R3 Consulting Group, Inc. (R3) was selected to execute a three-year contract for comprehensive solid waste professional services and unless terminated, the contract may be extended for up to two (2) successive one-year periods upon the written request and at the option of the County.

The Solid Waste Management Consulting Services provided by R3 will provide technical and professional support to enhance the Regional Agency’s existing solid waste management operations and assist Integrated Waste Management staff with program development, administration, regulatory compliance, and other related activities, as requested. Services will support the Regional Agency in maintaining effective recycling, waste reduction, solid waste, and household hazardous waste management programs and meeting applicable requirements and mandates established by the California Department of Resources Recycling and Recovery (CalRecycle), including AB 939, AB 341, AB 1594, AB 1826, and SB 1383.

Critical tasks under this agreement are preparing for the upcoming 2028 Recology Exclusive Franchise Agreement expiration and providing recommendations to the Regional Agency regarding Integrated Waste Management governance modernization. R3 will provide comprehensive strategic, technical, and analytical support to assist the Regional Agency with franchise agreement negotiations and governance modernization.

 

San Benito County Integrated Waste Management Regional Agency (Regional Agency)

San Benito County Integrated Waste Management Regional Agency administers recycling and waste reduction programs to meet CalRecycle waste mandates, protect public health and increase sustainability for its Regional Agency Members that include the Cities of Hollister and San Juan Bautista and County of San Benito. San Benito County Integrated Waste Management proudly coordinates comprehensive and cost-effective programs for green business, household hazardous waste, small quantity generators of hazardous waste, safe disposal for medication and sharps, motor oil recycling, and more.

 

Per the San Benito County Integrated Waste Management Joint Power Agreement and the Cost Share Agreement, the County is the Lead Agency and staffs and manages Integrated Waste Management programs to meet waste and recycling state mandates for Regional Agency members. Members include the County of San Benito, the City of Hollister, and the City of San Juan Bautista. Per the Cost Sharing Agreement, the County as Lead Agency is reimbursed for actual Regional Agency staff and program costs at an amount based on California Department of Finance population estimates. Cost sharing is approximately 65% for the City of Hollister, 3% for San Juan Bautista, and 32% for the County. Therefore, the County's cost share portion is estimated at $176,000.00.

 
FISCAL IMPACT:


There is no additional fiscal impact to the County, as sufficient funds have been budgeted for this expense in the current fiscal year. The total contract amount is $550,000, of which the County’s estimated cost-share portion is $176,000, consistent with the San Benito County Integrated Waste Management Joint Power Agreement and Cost Share Agreement.


This contract is funded through the Regional Agency Fund, under Services and Supplies, specifically for Special Department Contracts.
