1. Adopt FY 26/27 Budget Amendment Resolution appropriating $115,000.00 from the Monterey Peninsula Foundation (MPF) grant that was originally awarded to the Library in 2022 to support the 24-Hour Library Kiosk Project, releasing the previously restricted project funds, consistent with MPF's approved reallocation, and transfer the funds to the Library's General Fund budget to support community library programs, collection, technology, and other library services; and
2. Authorize the Chair to sign. (4/5 vote required).

CONSENT AGENDA
The San Benito County Free Library was awarded a $115,000 grant from the Monterey Peninsula Foundation (MPF), which was accepted by the Board of Supervisors at their meeting on April 26th, 2022. The grant was originally intended to help cover site engineering and construction costs for the 24-Hour Library Kiosk, approved by the Board on December 21st, 2021. Additionally, a portion of these funds was designated for the purchase of library books and other materials to be made available for checkout through the kiosk.
On January 9th, 2025, the Monterey Peninsula Foundation contacted the Library to request a project update and subsequently approved an extension of the grant term through December, 2025 due to delays in the project. As project planning continued, it was determined that the estimated remaining cost of $501,303 to complete the Library Kiosk Project was not financially feasible. As a result, the Board of Supervisors approved cancellation of the project and authorized payment of a $20,000 cancellation fee. Upon cancellation of the project, the $115,000 grant funds were mixed into the County General Fund account.
Subsequently, on September 9th, 2025, the Library reached out to the Monterey Peninsula Foundation to provide an update on the County's current budget constraints and to request approval to reallocate the $115,000 to address more immediate community needs. The proposed reallocation would allow the library to provide program supplies, services, and other resources that directly benefit the community.
The Monterey Peninsula Foundation approved the requested reallocation and provided a letter confirming this decision, with funds expected to be expended by June 30th, 2026. However, because final closeout of the Kiosk Project took longer than anticipated, the funds could not be expended during Fiscal year 2025-2026. The MPF has subsequently approved an additional extension of the funds for use in the Library's General Fund Services and Supplies budget for Fiscal Year 2026-2027 to continue supporting library collections, programs, and services for the community.
The proposed Budget Amendment transfers the $115,000 Monterey Peninsula Foundation grant, which was previously deposited into and mixed with the County General fund account 101.00.0000.350.101, after the cancellation of the Kiosk Project, into the Library's Services and Supplies account. The funds will be used by the Library to support programs and services for the community in accordance with the Monterey Peninsula Foundation's approved grant modifications. There is no net fiscal impact to the County General Fund as a result of this Budget Amendment. The funds will remain within the General Fund but will be appropriately allocated and restricted for use by the Library consistent with the approved grant modifications.
