RESOLUTION NO.: 2026-145
CONSENT AGENDA
On October 1, 2025, the Board of Supervisors adopted the Fiscal Year 2025-2026 (FY 2025/26) Final Budget through Resolution No. 2025-79, establishing appropriations and estimated revenues for County departments and divisions.
As part of the fiscal year-end closing and budget reconciliation process, adjustments have been identified for the Mental Health Division. The proposed amendment provides the necessary budget authority to balance the respective departmental budget for FY2025/26.
On October 16, 2026, the Behavioral Health Department received confirmation of the estimated Federal Medi-Cal revenue earned for fiscal year 2025-2026. Following this notification, the department conducted its annual end of year fiscal review. Based on the higher than anticipated Federal Medi-Cal revenue, the department must now rebalance its budget to accurately reflect this increase. The additional revenue is the result of expanded Medi-Cal related services and improved productivity levels within the Behavioral Health Department.
This amendment will allow the Behavioral Health Department to realign the Federal Medi Cal Revenue and cover the expenses in the Services and Supplies Special Department Contract line item. This will help to reflect a more accurate and balanced budget for Fiscal Year 2025-2026 and to facilitate the year end closing of the Behavioral Health Department's fiscal books.
The Behavioral Health Department is a non-general fund department The Services and Supplies Special Department Contract line is used to cover contractual expenditures related to the Mobile Crisis Response Team and inpatient hospitalizations. These two services are some of the costliest state mandated behavioral health services that County's must provide to MediCal beneficiaries.
All General Ledger strings are non-general fund accounts. A list of all G/L string is listed below in the table:
| G/L Account | Description | Account Type |
| 228.90.2520.1000.590.001 | Transfer In Interfund Transfer In | Revenue |
| 228.90.2520.1000.670.000 | Transfer Out Other Funds | Expense |
| 228.90.2520.1000.619.250 | Services and Supplies Special Dept. - Contracts | Expense |
| 228.90.2520.1000.555.405 | Federal Medical | Revenue |
| 228.90.2520.1000.649.101 | Other Charges Cost Plan | Expense |
Through this budget amendment the department is recognizing a $1.6 million increase to revenue estimates or funds earned as Federal MediCal revenue and a corresponding increase to the Services and Supplies Special Department Contracts account. This allows the department to pay for state mandated specialized Behavioral Health services such as the County's Mobile Crisis Response Team and inpatient hospitalizations.
The department is also moving the originally estimated $2.4 million funding from the Interfund Transfers In revenue account to the Federal MediCal revenue account. As well as moving $35thousand from the Transfer Out Other Funds account to cover the departments increased expenditure in paying Behavioral Health's portion of the County's Cost Plan.
