CONSENT AGENDA
The County of San Benito Public Works Department has identified necessary roof repairs at two County-owned facilities: the District Attorney and Probation Building, located at 419 Fourth Street, and the County Administration Building, located at 481 Fourth Street, in Hollister.
Public Works coordinated roof assessments with Go West Roofing, Inc., which identified deteriorating roofing materials, aging asphalt shingles, and areas requiring repairs to prevent potential water intrusion.
At the District Attorney and Probation Building, the assessment identified deteriorated roof seals, aging asphalt shingles, and areas requiring potential roof decking repairs. The proposed work includes applying a silicone coating system to approximately 1,900 square feet of roofing, replacing approximately 3,000 square feet of asphalt shingles, and performing necessary gutter and decking repairs.
At the County Administration Building, the assessment identified deterioration of the existing foam roof's protective coating, cracks around roof penetrations and drainage areas, and aging asphalt shingles. The proposed work includes applying a silicone coating system to approximately 3,400 square feet of roofing, replacing approximately 5,150 square feet of asphalt shingles, replacing approximately 350 linear feet of gutters, and performing necessary decking repairs.
In addition to the deteriorating roof conditions, Public Works has identified active roof leaks, loose roofing materials, and deteriorated or softened roof decking. These conditions present an immediate risk during anticipated storms, as strong winds could dislodge roofing materials, while heavy rainfall could result in additional water intrusion, localized roof failure, damage to building interiors and equipment, and disruption of essential County operations. Immediate repairs are necessary to secure and weatherproof the roofs and minimize these risks.
On September 21, 2026, the Governor of California proclaimed a statewide State of Emergency in anticipation of the potential impacts of the 2026–2027 El Niño storm season. Subsequently, on September 22, 2026, the San Benito County Board of Supervisors adopted Resolution No. 2026-127, proclaiming a Local State of Emergency.
Based on the existing roof conditions, the associated risks to County facilities and operations, and the anticipated El Niño storm season, Public Works recommends proceeding with the necessary roof repairs on an emergency basis. The immediate work is intended to secure and weatherproof the buildings to prevent further damage during anticipated storms. Pursuant to Public Contract Code Sections 1102 and 22050, Public Works recommends utilizing emergency procurement procedures, as the delay associated with competitive bidding would prevent the County from addressing the identified risks in a timely manner before anticipated storm activity.
Pursuant to Public Contract Code Section 22050(c), the Board of Supervisors will be required to review the emergency action at each regularly scheduled meeting and determine whether the emergency action continues to be necessary until the emergency work is completed (by 4/5 vote).
Based on Go West Roofing's proposals, the contract amounts are $73,900 for the District Attorney and Probation Building and $105,100 for the County Administration Building. Public Works prepared preliminary engineer's estimates of $120,000 and $150,000, respectively, for a total estimated project budget of $270,000. These estimates account for additional work beyond the contractor's proposed scope, including potential roof decking/sheathing repairs, gutter replacement as applicable, permits and inspections, County administration and project management, and a 15% construction contingency for unforeseen conditions.
The total estimated cost for both roof repair projects is $270,000, consisting of $120,000 for the District Attorney and Probation Building and $150,000 for the County Administration Building. The preliminary engineer's estimates include construction costs, allowances for unforeseen repairs, contingencies, permit fees, and County administration and project management.
