AGENDA SECTION:

REGULAR AGENDA

BACKGROUND/SUMMARY:

The County Executive Office has evaluated the County's current organizational structure, operational needs, fiscal responsibilities, emergency services functions, and anticipated workload requirements. Based on this review, staff recommends targeted organizational and staffing changes to strengthen executive-level oversight, fiscal management capacity, and emergency services leadership.

The proposed changes include establishing the Chief Budget Officer classification, adjusting the associated compensation, and adding one (1) Deputy Director of Emergency Services position and one (1) Fiscal Analyst position to the Schedule of Authorized Positions for FY 26/27 and unfunding (1) Senior Administrative Analyst position for FY 26/27. Together, these changes are intended to strengthen the County's capacity to manage increasingly complex fiscal, administrative, operational, and emergency services responsibilities.

Chief Budget Officer

On April 28, 2026, the Board considered and approved changes to the Budget Officer classification, including revising the classification title to Budget & Finance Manager from Budget Officer, updating the minimum qualifications, adding managerial and supervisory responsibilities, approving an increase to the base salary, and allocating the position to the Schedule of Authorized Positions.

Following additional review of the position's responsibilities, organizational needs, and recruitment requirements, the County Executive Office recommends revising the classification title from Budget & Finance Manager to Chief Budget Officer. The revised title more accurately reflects the position's level of responsibility, leadership, authority, and Countywide fiscal oversight.

The Chief Budget Officer will provide leadership in the development, administration, and oversight of the County's budget and financial planning processes. The position will be responsible for providing fiscal analysis and recommendations to County leadership, coordinating budget activities across County departments, monitoring fiscal conditions, and supporting the County's overall financial strategy.

The position requires substantial experience in governmental budgeting, financial management, fiscal analysis, and organizational leadership, as well as the ability to exercise independent judgment and provide direction on complex Countywide fiscal matters.

Staff recommends a 25% increase to the base salary for the Chief Budget Officer, calculated from the Budget & Finance Manager base salary approved by the Board on April 28, 2026. The proposed compensation adjustment is intended to better align the position's salary with the level of responsibility, qualifications, experience, expertise, and leadership required of the Chief Budget Officer.

Deputy Director of Emergency Services

Following the presentation of the Gap Analysis of the San Benito County Emergency Management Program to the Board of Supervisors on September 28, 2026, staff conducted further review of the County's emergency management organizational structure, staffing capacity, operational responsibilities, and identified program needs.

The gap analysis presentation highlighted areas requiring additional organizational capacity and leadership to support the County's emergency management program and its ability to prepare for, respond to, recover from, and mitigate emergencies and disasters.

Based on the findings and recommendations presented to the Board, staff recommends adding one (1) Deputy Director of Emergency Services position to the Schedule of Authorized Positions for FY 26/27.

The Deputy Director of Emergency Services will provide additional leadership, management, coordination, and operational support for the County's emergency services functions. The position will support emergency preparedness, response, recovery, continuity of operations, interdepartmental coordination, and other emergency services activities as assigned.

The addition of this position will provide increased management capacity within emergency services and strengthen the County's ability to coordinate and respond to emergency incidents, maintain preparedness, and address the operational demands associated with the County's emergency management responsibilities.

The proposed position is intended to address organizational and staffing needs identified through the emergency management program gap analysis and to strengthen the County's overall emergency management structure.

If the Board approves the addition of the Deputy Director of Emergency Services position, County Counsel will bring forward the necessary amendments to the San Benito County Code of Ordinances, Chapter 11.01, at an upcoming Board of Supervisors meeting. The proposed ordinance amendments will address the organizational and statutory changes necessary to formally incorporate the Deputy Director of Emergency Services position and related responsibilities into the County's emergency services structure.

Fiscal Analyst

To support the County's increasing fiscal and analytical workload, staff also recommend adding one (1) Fiscal Analyst position to the Schedule of Authorized Positions for FY 26/27. We are addressing  the County's repeated unsuccessful recruitment efforts for the Senior Administrative Analyst position. Due to the  County's staffing needs and recruitment challenges, staff recommends unfunding the Senior Administrative Analyst position and reallocating the position's funding to support the proposed organizational structure and staffing priorities. This approach is intended to better align available resources with the County's current operational needs and improve the effectiveness of recruitment efforts for positions that more directly support the County's administrative, fiscal responsibilities

The Fiscal Analyst will provide professional fiscal analysis and budget support, including budget development and monitoring, financial analysis, expenditure review, forecasting, financial reporting, and other fiscal activities as assigned.

Collectively, the proposed staffing and classification changes are intended to strengthen the County's organizational capacity in three critical areas: Countywide fiscal leadership, fiscal analysis, and emergency services management.

FISCAL IMPACT:

The proposed 25% increase to the base salary for the Chief Budget Officer is calculated from the base salary established for the Budget & Finance Manager classification approved by the Board on April 28, 2026. The revised Chief Budget Officer compensation will result in increased personnel costs compared to the previously approved Budget & Finance Manager salary.  However, there is cost savings as the position has not been filled due to the inability to recruit for this position.

The addition of one (1) Fiscal Analyst position will also result in additional personnel costs, including salary, benefits, and other applicable personnel expenses. However, there is cost savings as the position has not been filled due to the inability to recruit for this position.

The addition of one (1) Deputy Director of Emergency Services position will result in additional personnel costs, including salary, benefits, and other applicable personnel expenses.
