The statutory, legislative, and policy-making roles of the Board of Supervisors during a locally declared emergency are multifaceted and essential to ensuring that the County’s emergency response is sufficient to protect life and property.
The Board’s powers are specifically enumerated under state and local law and are designed to permit the Board of Supervisors, its Director of Emergency Services, County appointed and elected officials, and County employees to act swiftly and effectively during the local emergency and in the County’s recovery and reconstruction.
The purpose of the presentation is to better inform and educate the Board of Supervisors, County officials and employees, and the public on the critical roles that the Board play in a local emergency with emphasis on the Board’s specific emergency powers, duties, and functions.
Neither the current Emergency Services Ordinance (Chapter 11.01) nor the County’s 2023 Emergency Operations Plan adequately details the roles of the Board of Supervisors, the Director of Emergency Services (County Executive Officer), or the County Counsel in a local emergency. Both the ordinance and the plan will be updated and revised to so detail and will be presented to the Board at a future meeting for review and consideration.
