REGULAR AGENDA
Chapter 11.01 of the County Code related to Emergency Services was last updated over 10 years ago. Consequently, a review was initiated by the County Executive Officer and the County Counsel as directed by the Board of Supervisors.
As a result of deficiencies identified in the operation of the Office of Emergency Services, the Board of Supervisors directed that a comprehensive assessment and gap analysis be conducted by an outside expert in emergency management. On September 28, 2026, the final assessment report and work plan was presented to and approved by the Board.
One of the key recommendations from the report was to create an executive level position which would have responsibility for emergency management, emergency medical services, fire services, and 911 dispatch communications. On October 13, 2026, The Board of Supervisors approved the creation of the job specification of Deputy Director of Emergency Services.
The purpose of this item is to introduce necessary amendments to Chapter 11.01 to include the new classification and modifications to the membership of the Disaster Council. Government Code Section 8610 authorizes the creation of disaster councils by ordinance. Disaster councils serve vital roles in the preparation for and response to a locally declared emergency including the recommendation of plans, rules and regulations for dealing with local emergencies.
The principal changes to the disaster council include adding the county counsel and the agricultural commissioner to the council, correcting the titles of the public health officer and public works administrator, and deleting the emergency services manager and emergency services specialist. These changes will enhance the overall operation and effectiveness of the council.
