CONSENT AGENDA
The County entered into an agreement with San Benito Veterinary Center, Inc., formerly Hollister Veterinary Clinic, effective September 1, 2023, through August 31, 2026.
The agreement provides veterinary services supporting the County's rabies control activities, including rabies vaccination clinics, specimen preparation, examination of animals for evidence of rabies, investigation of potentially transmissible diseases, and veterinary consultation.
California Health and Safety Code section 121690 establishes rabies-control responsibilities for cities and counties located in rabies areas. Among other requirements, the statute:
- Requires the governing body of each county to maintain or provide for the maintenance of an animal shelter system and a rabies control program;
- Requires counties to provide dog vaccination clinics or arrange for dog vaccinations at clinics operated by veterinary groups or associations; and
- Requires canine rabies vaccinations to be administered in accordance with State requirements involving licensed veterinary professionals.
The California Department of Public Health has declared all 58 California counties to be rabies areas. The veterinary services provided under this contract support San Benito County's ability to carry out these statutory rabies-control and public health responsibilities.
Staff contacted other veterinary offices regarding their availability to perform the contract scope of services and received no responses. Based on this outreach, staff recommends an amendment to continue services with San Benito Veterinary Center, Inc. Amendment No. 1 would extend the agreement for three years, through August 31, 2029, with no change to the scope of services. Compensation would remain at the existing rate of $12,000 per year. The original agreement provides for $12,000 annually for three years.
