BACKGROUND/SUMMARY:


On October 10, 2023, the board approved the original contract with Kimley-Horn and Associates Inc. to provide professional engineering services related to Panoche Road Bridge Over Tres Pinos Creek Bridge Scour Countermeasure Project (Bridge No. 43C0016), Federal Aid Project No. BRLS-5943(075), in the amount not to exceed $486,922.48, for the term of September 26, 2023 through September 26, 2026.

 

The existing structure of the Panoche Road Bridge Over Tres Pinos Creek is comprised of a 130-foot reinforced concrete slab with 4 spans on reinforced concrete pier walls and diaphragm abutments.  The pier walls are founded on spread footings.  The Abutment 1 diaphragm is supported on reinforced concrete columns on spread footings while Abutment 5 founded directly by the abutment diaphragm.   In 1995, high flows produced a vertical cut 6' in height in the embankment in front of Abutment 5 and RSP slope protection was placed on the embankment prior to the Caltrans 1999 bridge inspection.  Exposure of the base of the end diaphragm was first noted in 1981 and undermining was first noted in 2007.  A Scour Plan of Action, dated 02/26/2014, noted failure of existing scour countermeasures and risk to the approach roadway at Abutment 5 as well as the exposure of the diaphragm at Abutment 1.    The existing structure is classified as scour critical with the NBI Item 113, Scour Critical Bridges, coded 2: Bridge is Scour Critical for this structure, due to the scour and lack of foundation elements at Abutment 5. The project is programmed and scoped as a Scour Countermeasure Project with funding from the Federal Highway Administration through the Highway Bridge Program (HBP).   The Contract with Kimley-Horn & Associates Inc., a North Carolina Corporation is to provide professional and technical engineering and environmental services necessary to develop and install effective scour countermeasure including addition of foundation elements at Abutment 5.  The Project is funded under the Highway Bridge Program (HBP) administered by the Federal Highway Administration (FHWA).   The Contract is being submitted herewith for the Board's consideration and approval.

No additional cost for FY2026-27.
