1. Receive an update regarding speeding concerns along State Route 25 through Tres Pinos; and
2. Direct staff to contact the San Benito County Council of Governments (SBCOG) and the California Department of Transportation (Caltrans) to determine whether the previously referenced traffic study or safety review was completed and provide direction as desired.

On July 25, 2023, the Board of Supervisors directed staff to address speeding concerns in Tres Pinos, identify actions that could be taken locally, and explore potential traffic-calming measures. In response to the Board’s direction, the matter was formally referred to the San Benito County Council of Governments (SBCOG) for coordination with the California Department of Transportation (Caltrans).
At the October 19, 2023 SBCOG meeting, Caltrans representative Richard Rosales reported that Peter Hendrix, Caltrans Office Chief for Traffic Safety, was reviewing the speeding concern along State Route 25 through Tres Pinos and would follow up with County staff. A subsequent status update provided on February 6, 2024, indicated that discussions were continuing at the SBCOG level and that Caltrans was conducting a traffic study for the area.
On July 12, 2024, County staff reported that, following coordination with the Caltrans District Office Chief of Traffic Programs, Caltrans would allow the County to install speed radar signs along State Route 25. The update also indicated that Caltrans had no plans at that time to implement additional traffic-calming measures.
State Route 25 is the principal roadway through Tres Pinos and is part of the State Highway System. Accordingly, Caltrans has jurisdiction over the roadway through the community.
Vehicle speed feedback signs were installed along State Route 25 at both ends of Tres Pinos. The sign for southbound traffic is approximately 475 feet north of Southside Road, and the sign for northbound traffic is approximately 380 feet south of Quien Sabe Road.
Public Works will contact SBCOG and Caltrans to determine whether the previously referenced traffic study or safety review was completed. If completed, staff will request a copy, review the findings, and return to the Board with an update regarding recommended next steps.
There is no immediate fiscal impact associated with contacting SBCOG and Caltrans or reviewing the available study materials. Any future costs associated with additional studies or proposed improvements would be identified and presented to the Board for consideration, as appropriate.
