Code of Ordinances Amendment of Title I, Chapter 10, Section 10.13
This text amendment is to update Section 10.13 of the Code of Ordinances into include classes or ordinances of transitory nature. Certain ordinances are of limited interest of transitory nature and are not fully incorporated int the Code of Ordinances. These classes of ordinances may be omitted from the code, but the code should describe those omitted classes of ordinances. This text amendment updates the code to describe certain classes of ordinances that may be omitted.
An example of this is the Budget Ordinance because the budget is adopted each year and changes each fiscal year. This ordinance, for example, is not published in the Code of Ordinances, however according to UNC School of Government and NCGS 160A-77, the Code of Ordinances should specify which classes are being treated as temporary and transient, so this ordinance adds those classes.
