TA 02-26 Signs Text Amendment
Staff has prepared a series of Text Amendments intended to modernize and improve the Land Development Code regulations associated with Signage. These changes represent an update to Chapters 2 (Definitions), 10 (Signs) and 14 (Nonconformities) regarding the following categories:
- Sign Type Modernization: Modifications to standards regarding blade signs, A-frame signs, and directional signage to meet the messaging needs of today, while ensuring a clean and attractive streetscape
- Legal/Statutory Changes: Changes to murals, personal speech signs, and nonconforming sign standards to ensure that the sign code is content neutral and consistent with state statute.
- "Housekeeping" Minor Updates: Relocation of text, removal of duplicate text, addition of clarifying language, and update of some graphics to ensure that the regulations are easy to understand and apply.
A summary table of changes, as well as a full version of each chapter including all modified language, is included as part of this agenda item.
This item was originally heard on October 12, and continued to November 9 in order to further brief the Planning Board on items related to content neutrality standards. Additionally, as requested by the Board, a legal memorandum has been provided for review to provide a greater understanding of the relationship between legally protected speech and municipal sign regulations.
