Following the July 23 City Council discussion and the August 20 Parks and Trails Commission review, staff have updated the Heritage Park Building Reservation Agreement based on feedback received. City Council indicated the overall direction of the proposed reservation program and agreement was appropriate and consistent with their expectations at the July 23 meeting. Parks and Trails Commission supported the agreement while recommending a few revisions. 

Updates incorporated into the attached agreement include:

• Increased price for rental rates
  • Full-day rental: Resident - $400, Non-Resident - $600
  • Half-day rental: Resident - $200, Non-Resident - $400
  • Hourly: Resident - $40/hour, Non-Resident - $60/hour
• Addition of a six-hour half-day rental option
• Clarification that renters exceeding their reserved timeframe will be charged at 1.5x the applicable hourly rental rate for each additional hour beyond their reservation.
• Expanded alcohol policy language to provide clearer expectations regarding permitted beverages and activities requiring additional permits. 
• Addition of an end-of-reservation checklist to clearly outline cleanup responsibilities and expectations prior to departure.

Staff believes these revisions address the feedback received from both City Council and the Parks and Trails Commission while providing a clear, consistent framework for public rentals of the Heritage Park Building.

If directed by the City Council, staff will submit the required public hearing notice for publication and schedule the public hearing for October 8, 2026, City Council meeting. This timeline would satisfy the notice requirements necessary to adopt the proposed fee schedule. Following the public hearing, City Council may consider approval of the fee schedule.

Staff will continue to monitor operating costs, rental demand, and overall program performance.
