On June 11, 2026, the City Council approved the Wright-Hennepin Cooperative Electric Association's Line Construction Charge Agreement and authorized the general electrical service route and easement locations necessary to provide power to the new Heritage Park Building. At that time, staff noted that the final easement documents would return to Council once the electrical facilities had been installed and the easement areas could be accurately surveyed and legally described.
The electrical infrastructure has now been installed, and final easement exhibits have been prepared identifying the precise locations of the easements within Heritage Park. These easements formalize the locations of the electrical infrastructure previously authorized by the City Council and are consistent with the approved project alignment.
The easements include:
- A utility easement near the County Road 10/Domino's area where the primary electrical service enters the park.
- A utility easement for the underground electrical line connecting to the switch location.
- A utility easement surrounding the switch equipment near the park entrance.
Approval of these easements will allow for recording of the permanent utility easements of the electrical infrastructure serving Heritage Park.
There is no additional financial impact associated with approval of the easement documents. The cost associated with the electrical service installation were previously approved by the City Council as part of the Wright Hennepin Line Construction Charge Agreement.
