Staff was directed by Council to draft an ordinance regulating e-bikes, e-motos, and e-scooters. Staff worked with the City Attorney to create a draft of an amended Corcoran City Code Chapter 72 Recreational Vehicles ordinance to include the regulation of those vehicles. Staff recommends this approach in order to provide consistency in the treatment of all recreational vehicles in the City. The State of Minnesota also provides some regulation of these vehicles under Minnesota State Statutes 169.011 (Definitions), 169.222, 169.223, 169.225, 169.974, and mulitple places in Chapter 84 related to off-highway and recreational vehicles.

Staff requested feedback from council members on the draft language in July and received feedback for consideration of increasing helmet requirements and potentially adding additional vehicle licensing requirements. These items should be considered for discussion by Council.

Staff is requesting that the Council review the attached draft ordinance. The Council may elect to adopt the ordinance as drafted, provide specific modifications to the draft and adopt it as amended, or provide staff with direction for modifications to the ordinance so that a new draft may be brought back to Council for adoption on a later date.

Ordinance amendment will result in staff time, legal consultant time, and publication costs.
