The Corcoran City Council has previously directed staff to explore implementing an engine braking ordinance. Staff worked with the City Attorney to develop the attached language to prohibit excessive noise from engine braking, except in emergency circumstances. Staff solicited feedback from council members in July and received no requested changes. One additional line under 70.05 regulating motorized bicycles and foot scooters has been removed, as their regulation occurs under the recreational vehicles ordinance. The draft language is proposed to be added in Chapter 70 Traffic Rules of the City Code and the corresponding language for penalties in that section have also been updated.

Ordinance updates include staff and legal time along with publication expenses. Signage will be updated over time as existing budgets allow unless directed otherwise by the Council.
