Summary

On June 11, 2026, staff presented to the City Council on squad and body camera replacement plan options. Council directed staff to also explore options to leverage artificial intelligence for future solutions. On September 24, 2026, staff and Council held a work session to discuss staff recommendations for the replacement of squad and body cameras with the option to leverage artificial intelligence for improved efficiency.

Squad and body cameras are critical tools for evidence collection, risk/liability mitigation, and public transparency and accountability. The Corcoran Police Department’s draft Capital Improvement Plan for 2027 includes an allocation of $160,000 to replace the existing body cameras and squad cameras platform.

Over the past year staff have been researching and vetting suitable vendors for our necessary platform replacement. The existing body camera and squad car camera system went live in the fall of 2020. For future solutions, rather than one-time hardware and software purchases, the major vendors have moved to an evergreen subscription format for both hardware and software and include cloud-based storage.

Staff have identified Axon as the preferred vendor for our new solution. The City has an existing contract for Tasers with Axon. In researching options for our agreement, Axon also offered steep discounts for their roadside ALPR solution as part of the package. Staff have been working with Axon since July and August to obtain the best pricing. In mid-September, Axon offered additional incentives (temporary price reductions) through the end of the month if the City were to enter into an agreement with them before the end of the month. Contract pricing was negotiated under the Sourcewell contract.

During the September 24, 2026, work session the Council was briefed on the staff recommended solution. The Axon Executive Summary for the recommended solution is attached.

Financial/Budget

The financial impact of the two options are:

Option 1: Authorize staff to enter into a service agreement with Axon through February 2037 for the provision of the OSP- Officer Safety Plan (BWC, Taser, & VR Training), Fleet (squad cameras), Outpost (roadside ALPR), and Draft One (AI report assistance) for the present total value of approximately $1,458,329 structured as a one-time payment of $160,000 in 2027 and subsequent payments of approximately $144,258 per year through 2037. If new users or equipment are added during the term, the total price would increase according to the rate at that time. Final contract language is subject to contract approval by the Director of Public Safety and the City Attorney. This approval would replace the existing Taser contract and result in the eventual discontinuation of the current roadside ALPR contract at term expiration.

Option 2: Authorize staff to enter into a service agreement with Axon through February 2037 for the provision of the OSP- Officer Safety Plan (BWC, Taser, & VR Training), Fleet (squad cameras), and Outpost (roadside ALPR) for the present total value of approximately $1,398,129 structured as a one-time payment of $160,000 in 2027 and subsequent payments of approximately $137,570 per year through 2037.
