The purpose of this report is to provide an update to the City Council on the anticipated Hunters Ridge Street connection between the Bellwether Development and Hunters Ridge.
As part of the Bellwether Development, the developer was responsible for the construction of turn lane improvements at the intersection of Hunters Ridge and County Road 116 as well as roadway improvements to Hunters Ridge, only if the access was used for development construction. As the development progressed, Pulte Homes came in with a second development (Amberly/Bellwether) to the northwest of the Bellwether Development, which provided access to the original Bellwether Development vs using Hunters Ridge.
At the August 8th, 2024 City Council meeting the final plat for Bellwether 10th, staff outlined the timeline requirements for the street connection, excerpt below.
While not part of the Bellwether 10th conditions specifically, staff is aware that questions frequently arise over the timing of the connection to Hunters Ridge. The 2018 approvals required the connection be made after 80% of homes were constructed in Phase 4. Phase 4 is Bellwether 8th and 10th Addition (totaling 121 units). When 96 of these homes are constructed, the condition requiring Hunters Ridge Street improvements will be removed, and the developer can connect to Hunters Ridge without additional improvements to that street. However, they are still responsible for improvements to the County Road 116/Hunters Ridge intersection as part of the original approvals.
The current building permits released/under review to date for each addition are listed below:
- Bellwether 8th
- Released: 75
- Under Review: 5
- Bellwether 10th
- Released: 14
- Under Review: 1
- 95/96=99% to threshold
Based on the 2018 approvals staff anticipates that the developer will meet the threshold facilitating the developer to complete the Hunters Ridge roadway connection. With this connection, the developer will be removing the bulbs of the existing cul-de-sac and extending curb and gutter from the development to address drainage from the connection. The developer will be extending existing driveways to connect into the adjusted roadway and will be restoring the extended front yards.
The developer has also constructed the intersection improvements and required turn lanes for CR 116 & Hunters Ridge. Work occurred in 2025 for these improvements in conjunction with the adjacent Hope Development and construction is substantially complete.
Staff recognizes that there are broader concerns regarding the existing conditions of Hunters Ridge. The City is currently evaluating the condition of the roadway to better understand potential improvements. This evaluation is separate from the developer's responsibilities with City Staff planning to present a feasibility study for roadway improvements later in 2026, which would be a City led initiative. The study is anticipated to assess existing conditions and identify potential improvement alternatives and recommendations for the corridor.
There will be no budget impacts for the Hunter's Ridge connection as this is a Developer's responsibility.
