Consideration to Adopt Resolution 26-29 Authorizing Application to Oregon Business Development for Regional Infrastructure Fund Planning Grant

SUMMARY:

Council consideration of Resolution 26-29 authorizing the City of Coos Bay to submit an application to the Oregon Business Development Department ("Business Oregon”) for Regional Infrastructure Fund (RIF) assistance to support planning and preliminary design for the relocation of the City Operations Facility.

ACTION REQUESTED:

If it pleases Council, adopt Resolution 26-29 authorizing application to Oregon Business Development Department Business Oregon for up to $250,000 from Regional Infrastructure Fund to support planning and preliminary design for the relocation of the City Operations Facility.

BACKGROUND:

The Oregon Business Development Department ("Business Oregon”) administers the Regional Infrastructure Fund (RIF), which provides funding to eligible local and tribal governments for infrastructure construction and long-range planning, research, and design projects.

The City’s current Operations Facility supports essential public works functions, including the maintenance of streets, utilities, vehicles, equipment, and other municipal infrastructure. Because the facility is located within the floodplain and tsunami inundation zone, a significant natural hazard event could damage critical assets, disrupt operations, and impair the City’s ability to respond to community needs.

The proposed project would fund planning and preliminary design to evaluate relocating the City Operations Facility outside the floodplain and tsunami inundation zone to an approximately 40.17-acre City-owned property off Ocean Boulevard, identified as Tax Lot 25S13W28TL0050000. If awarded, the funding would allow the City to evaluate the feasibility, cost, and requirements of relocating this critical facility outside these hazard areas, improving the City’s operational resilience during and following a major emergency. Anticipated activities include:

  • Site evaluation and due diligence;
  • Land use and environmental analysis;
  • Conceptual site planning and facility design;
  • Preliminary engineering and utility analysis;
  • Cost estimating, phasing, and implementation planning; and
  • Identification of required permits, approvals, and future funding needs.

The project will provide the City with the technical information and preliminary designs necessary to determine project feasibility, make informed decisions, pursue future construction funding, and advance the potential relocation. It supports the City’s priorities related to public safety, infrastructure protection, emergency preparedness, operational continuity, and community resilience.

The RIF application requires formal authorization from the governing body. Adoption of Resolution 26-29 will authorize submission of the application and authorize the City Manager, or the City Manager's designee, to execute application materials and certifications necessary for submission.

BUDGET IMPLICATIONS:

The City will request up to $250,000 from the Regional Infrastructure Fund for the proposed planning and preliminary design activities. No local match is required.  If funding is awarded, staff will return to Council for grant acceptance and any necessary appropriation authority.
