Several positions on various advisory boards will be expiring on December 31, 2026. Staff is presenting a listing of those positions and background on the appointment process, including Coos Bay Municipal Code references where applicable. Staff is seeking feedback on appointment process to guide the pending vacancies and public announcement to seek applications from the community.

The City Council is responsible for appointing individuals to serve on various City boards, commissions, committees, and community organizations. The following appointments have terms expiring in 2026 or are otherwise included for Council consideration.
City and Urban Renewal Agency Budget Committees: The Budget Committees provide citizen participation in the annual budget process and review proposed budgets before making recommendations for adoption. Two citizen member terms expire December 31, 2026. Council members also serve on the Budget Committees as required by Oregon Budget Law.
Parks Commission: The Parks Commission advises the City Council on matters related to City parks and recreational facilities. Five terms expire December 31, 2026. The Coos Bay Municipal Code requires one City Council member to serve on the Commission.
Planning Commission: The Planning Commission reviews land use matters and makes recommendations to the City Council regarding planning and development within the City. Two terms expire December 31, 2026.
Community Coalition of Empire (CCE): The Coalition provides opportunities for community involvement and addresses issues affecting the Empire area. The City's representative appointment expires November 19, 2026.
Coos Bay–North Bend Water Board: The Water Board oversees the operation and management of the regional water utility serving Coos Bay and North Bend. One City-appointed member's term expires December 31, 2026.
Coos Bay–North Bend Water Board Budget Committee: The Budget Committee reviews the Water Board's proposed annual budget. The City's appointed representative is included on the attached list for Council reference and should there be interest for an alternate representative.
Coos Bay/North Bend/Charleston Visitor & Convention Bureau: The Bureau promotes tourism and visitor activities in the Coos Bay, North Bend, and Charleston area. One City-appointed representative's term expires December 31, 2026.
