This proposal (Land Use Record #187-26-000123-PLNG) is for a Conditional Use Permit (CUP), Non-Residential Development, Variance, and Development in the Floodplain to allow the redevelopment of an existing waste transfer station located at 1260 S. 1st Street (see Map of Subject Property, below), to include replacement of existing infrastructure with a modernized, high-efficiency facility to meet modern safety, environmental and operational standards.
The scope of work includes removing the existing pavement and structures (excluding the larger main building on Tax Lot 700) and the construction of a state-of-the-art transfer station. New site improvements include a new transfer station building, covered bike shed, truck scale, parking/loading area, parking, and public and commercial circulation upgrades. Existing improvements to remain include the stormwater treatment facility, drainage pond, remodeled commercial recycling center (with new compactor), and the truck wash area.
The initial proposal also included a new shop and office buildings. However, those two structures are no longer proposed at this location (they will now be located off-site). This change allows for a redesign that better accommodates the proposed traffic circulation on-site.
The Planning Commission may recommend approval or denial of the application or a continuance of the hearing to an upcoming meeting.
The Planning Commission recommendation can be supported by taking one of the following actions (A, B, or C):
A. APPROVES Land Use Application #187-26-000123-PLNG based on the information presented by the applicant and recommended findings of approval, subject to all listed conditions of approval therein.
B. DENIES Land Use Application #187-26-000123-PLNG based on findings that the application does not comply with applicable standards. [make supportive findings]
C. Recommends a CONTINUANCE of the public hearing on Land Use Application #187-26-000123-PLNG to a certain date/time [set date/time] to provide the applicant the opportunity to revise, respond, or clarify issues raised during the public hearing.
Applicant’s Background Findings (Section 5 of CSA/AKS Exhibit A) is incorporated in its entirety herein by reference.
For nearly twenty (20) years, the site has functioned as Coos Bay’s primary disposal and recycling center. Existing structures are deteriorating and the existing layout is inefficient, prompting the proposed redevelopment. The subject property is located in the Industrial Commercial (I-C) zone district. Solid waste handling is a conditionally permitted use in the I-C zone district. While the use has existed for nearly 20 years, the proposed redevelopment constitutes expansion and, as such, a new Conditional Use Permit is required.
Part of the redevelopment of the site includes a right of way vacation of the portion of S. 1st Street between the subject properties, which was approved by City Council in Ordinance 596 on April 7, 2026. This right of way vacation resulted in property owner granting a 10’ wide public access easement along the southern boundary of subject properties from South Front Street to S. Broadway Street along Coalbank Slough to satisfy Oregon Statewide Planning Goal 17, Coastal Shorelands, which requires cities retain shoreland public access.
The required pre-application meeting was held on February 27, 2025. Shortly thereafter, the applicant applied for the required Type III Land Use Permits which are the subject of this review.
Applicant’s original submittal also included a temporary permit request for temporary offices, and a variance request to deviate from the allowed number of driveway access points. Staff determined a temporary use permit was not required for the proposed temporary office space, as it is part of the overall development. Staff further found a deviation from the maximum number of allowed driveways/shared access points was not necessary as there are no applicable land use criteria limiting such; though, a Public Works design exception will be required
