Consideration to Approve Fiscal Year 2026-2027 Proposed Road Projects

SUMMARY:

The proposed FYE 2027 road improvement program includes pavement rehabilitation on North Wasson Street, Coos River Highway, Newmark Avenue, and North Crocker Street, together with two citywide pavement and pothole repair projects. The proposed work is intended to address deteriorated pavement, improve roadway safety and drivability, extend the service life of existing streets, and complete associated accessibility, traffic-control, and bicycle improvements where appropriate.

The projects have a combined estimated cost of $2,205,125, including 15% contingencies and will be funded through the Transportation Fund (Fund 2, to include transportation utility fee revenue) and Jurisdictional Exchange Fund (Fund 39). If approved, staff will proceed with the necessary engineering, design, procurement, and bidding processes.

ACTION REQUESTED:

If it pleases the Council, approve staff’s recommended approach to the proposed FYE 2027 road improvement projects.

BACKGROUND:

As part of the Council’s continuing efforts to improve City streets and enhance safety and drivability throughout the community, staff routinely evaluates pavement conditions and identifies streets in need of repair or replacement. Projects are prioritized based on current pavement conditions, maintenance needs, traffic impacts, available funding, and readiness to proceed. Staff also presented the following projects at a joint work session with the Bicycle and Pedestrian Fact Finding Committee and Parks Commission.  Based on these considerations, staff recommends completing the following projects during FYE - 2027.

North Wasson Street Between Taylor Avenue and John Street:

The North Wasson Street project is proposed as a two-inch grind-and-inlay pavement replacement project. The work will include removing the top two inches of the existing roadway surface and replacing it with a new two-inch lift of pavement. This work will address deterioration, provide a smoother and more consistent travel surface, and extend the service life of this section of North Wasson Street. Following paving, associated pavement striping will be replaced.

Because on-street parking is prohibited along this section, the Parks Commission is recommending installation of shared-lane bicycle markings, commonly referred to as sharrows, in both directions, along with appropriate signage. The markings will identify the roadway as a shared travel lane and help indicate the appropriate roadway position for bicyclists.

Coos River Highway Between 16th Avenue and Ross Inlet:

The proposed Coos River Highway project will rehabilitate the existing roadway through a two-inch grind-and-inlay pavement replacement. The project will remove the deteriorated upper portion of the pavement while retaining the underlying roadway structure where suitable. A new two-inch pavement lift will then be placed to restore the travel surface and improve the overall condition and drivability of this section of the roadway.

North Crocker Street Between Howard Street and St. John Avenue:

The North Crocker Street project will consist of a two-inch grind-and-inlay pavement replacement to address the condition of the existing roadway surface. The upper two inches of pavement will be removed and replaced with a new two-inch pavement lift, providing a smoother travel surface and extending the useful life of the roadway. The project will also include the installation of two ADA-compliant curb ramps to improve pedestrian accessibility within the project area.

Fall 2026 Pothole Project:

Staff proposes approximately $250,000 in pavement and pothole repairs at various locations throughout the City. The Fall 2026 Pothole Project is expected to address 38 large pavement failures totaling approximately 20,637 square feet. This includes eight locations in Eastside totaling approximately 5,790 square feet, 15 locations in Empire totaling approximately 5,745 square feet, and 15 locations in the central portion of the City totaling approximately 9,102 square feet.

Because of the size and extent of these repairs, completing the work through a competitively procured paving contract is more efficient and cost-effective than attempting to perform the repairs with City staff and equipment. Final locations will be confirmed and prioritized based on pavement condition, operational needs, and available funding.

Spring 2027 Pothole Project:

Staff proposes an additional $250,000 for pavement and pothole repairs following the winter season. This project will allow staff to address pavement failures that develop or worsen during the winter and continue repairing larger areas that exceed the practical capacity of routine in-house maintenance operations. Locations will be evaluated and prioritized based on pavement condition, traffic impacts, maintenance needs, and available funding. The Spring 2027 Pothole Project will generally follow the same evaluation and prioritization process used for the Fall 2026 project.

Newmark Avenue Between Fir Street and the Urban Renewal Area Boundary:

The Newmark Avenue project is proposed as a two-inch grind-and-inlay pavement replacement project intended to improve the roadway surface along this heavily traveled corridor. The work will include removing the top two inches of the existing pavement and replacing it with a new two-inch pavement lift. The project will also include two ADA-compliant curb ramps, replacement pavement striping, bicycle-lane stencils, and new traffic-detection loops necessary for the continued operation of the signal system following paving.

BUDGET IMPLICATIONS:
  • The North Wasson Street and Coos River Highway projects have a combined estimated cost of $726,800, which includes a 15% contingency. These projects are proposed to be funded through Transportation Fund 02, G/L #02-320-530-3160, Construction–Streets.
  • The North Crocker Street project and the Fall 2026 and Spring 2027 Pothole Projects have a combined estimated cost of $865,950, which includes a 15% contingency. These projects are proposed to be funded through Transportation Fund 02, G/L #02-320-530-3170, Transportation Utility Fee (T.U.F.).
  • The Newmark Avenue project has an estimated cost of $612,375, which includes a 15% contingency, and is proposed to be funded through Jurisdictional Exchange Fund 39, G/L #39-88-530-3102, Construction.
