On August 5, 2026, the City of Coos Bay publicly opened bids for the Plant 1 Handrail/Guardrail Replacement Project. Two bids were received, with 4K Contractors Inc. submitting the low responsive bid of $533,232, including a 15% contingency.
The project will replace and/or repair handrails and guardrails throughout Plant 1 and includes necessary concrete repairs for installation of the new railing posts. The new railing will match the railing installed as part of the recent Plant 1 upgrades.
Attached to the staff report are the bid tabulation form, photographs of sample repair locations, and an example of the railing to be installed.
If it pleases Council, award the construction contract for the Plant 1 Handrail/Guardrail Project to 4K Contractors Inc. for an amount not to exceed $533,232 which includes a 15% contingency.
The Plant 1 upgrade was completed earlier this year. During the design process, value engineering was necessary to keep the project within budget. One component removed from the original scope was the plant-wide replacement of handrails and guardrails. Because the Plant 1 upgrade was completed under budget, funding is now available to address this work.
The original base bid for the handrail and guardrail project was developed to address more than 100 locations requiring corrosion and concrete repairs. After further evaluation, City staff determined that replacing all of the railing at this time would be more cost-effective than completing spot repairs to the aging system and would reduce the need for ongoing railing repairs. As a result, an alternative bid item was included to provide for the additional railing replacement.
The Plant 1 Handrail/Guardrail Repair project will be funded by two funding sources. As stated above, the original project (Plant 1 Upgrade project) came in under budget. The original project was funded by a Department of Environmental Quality loan that was originally approved for $24M. Since there are still dollars left in that loan, the base bid will be funded through the original loan for an amount of $327,718, which includes a 15% contingency (G/L 29-810-530-3024). This will not increase the overall $24M loan. For the alternate bid, funds from the Fund 29 Water Quality Capital Projects for Plant 1 will be used (G/L 29-810-530-3002). This amount will be $160,514 which includes a 15% contingency.
