Sole Source Agreement for Services with Parsons Transportation Group for Post-Construction Items Related to the Bundy Canyon Rd. Improvement Project - Segment 1 (CIP 026-1)
1. Authorize the City Manager to execute a sole source Agreement for Services with Parsons Transportation Group for Post-Construction Items Related to the Bundy Canyon Rd. Improvement Project - Segment 1 (CIP 026-1) in the amount of $40,950, including Extra Work Authorizations not to exceed $9,049, for a total not to exceed $49,999.
2. Approve a budget adjustment adding $50,000 in both revenue and expenditures for funds as identified in the Fiscal Impact and Account Code sections of this staff report, to allocate the necessary additional funds to the Project.
In order to fiscally close out Segment 1 of the Bundy Canyon Road Improvement Project (CIP 026-1), an Agreement for Services is required between the City and Parsons Transportation Group to complete post-construction close out for three remaining administrative items.
On June 12, 2024, the City of Wildomar (City) filed a Notice of Completion for the Bundy Canyon Road Improvement Project - Segment 1 (CIP 026-1) signaling the completion of the construction contract between the City and the Contractor. Although construction has since been completed, there are post-construction items required of the City to fiscally close the project. One pending item is the close out of jurisdictional environmental permits obtained during the Project. This includes a number of final reports, memoranda, certifications, and supporting documentation that need to be provided to the different agencies: the U.S. Army Corps of Engineers, the State Water Resources Control Board, and the California Department of Fish and Wildlife.
Separately, the City also has two reimbursement agreements remaining to recover funds under, including Riverside County Flood Control and Elsinore Valley Municipal Water District. The preparation of as-built plans by a design professional is required to close out these remaining funding agreements and complete the reimbursement process.
Lastly, the preparation of plans and specifications for a portion of soundwall omitted from the Segment 1 Project is needed.
As part of the City's on-going coordination process with Parsons Transportation Group (Parsons) for Segment 2 of the Bundy Canyon Road Improvement Project, the City directed Parsons to provide the City with a scope and fee proposal for performing these necessary tasks to close out the Segment 1 Project. Parsons is the original Engineer of Record for the Project, and they are also the Environmental Consultant who prepared the project Environmental Impact Report, including the noise study associated with the soundwall. Parsons also assisted with the original regulatory permitting process.
The total cost for the proposed Work Order is $40,950. The work order includes the following:
- Environmental Closeout Tasks - $13,075
- 404 Permit
- 401 Permit
- 1602 Permit
- As-built Preparation Tasks - $11,600
- Bundy Canyon Road Street Improvements
- RCFC Line F Storm Drain Improvements
- Soundwall Design - $16,275
Based on Parsons' prior and on-going history with the Project, staff recommends that the City Council authorize the City Manager to execute a sole source Agreement for Services with Parsons for the post-construction project close-out items. A copy of the Agreement, including the scope and fee proposal prepared by Parsons, is provided as Attachment B. Included in Attachment A is a Sole Source Justification form providing supporting information regarding the sole sourcing for this Agreement.

On September 10, 2014 the City Council certified the Final Environmental Impact Report (FEIR) (SCH#2007051156) for the Bundy Canyon/Scott Road Improvement Project under Resolution 2014-48.
On September 9, 2020, an Addendum to the FEIR for the Segment 1 Project was approved under Resolution 2020-62. The purpose of this Addendum was to provide the City with the ability to phase the Project construction into segments. The proposed Agreement with Parsons is consistent with this Addendum since the scope of work is to complete closeout tasks for the Segment 1 Project that were previously identified in the FEIR.
The completion of the tasks identified in the Agreement is expected to result in the reimbursement of encumbered funds from RCFC and EVMWD. Staff recommends that the City Council amend the Fund 503 (TUMF) budget for FY 26-27 and increase the total funding for CIP 026-1 from $0 to $50,000, as further specified in the Account Code section of this staff report.
There is no impact to the General Fund.
